One method of communications among civilians in crisis situations is the HAM Radio. Using one is not as easy as simply keying up like with a CB. Although there is CB etiquette it is not as strictly enforced by the users nor by the government as are HAM broadcasts.

Legally using a HAM radio requires a license and some knowledge on how to operate it. Even in an emergency situation proper use of the radio is important. You want to make your communications as smooth and understandable as possible.
