For the sake of anyone new to prepping or homesteading the first point to be made here is that looters and scavengers are not the same thing! See looter defined here by dictionary.com:

verb (used with object)6.to carry off or take (something) as loot: to loot a nation’s art treasures.-7. to despoil by taking loot; plunder or pillage (a city, house, etc.), as in war.-8. to rob, as by burglary or corrupt activity in public office: to loot the public treasury.verb (used without object)9. to take loot; plunder: The conquerors looted and robbed.

and scavenger defined here also by dictionary.com:

1. an animal or other organism that feeds on dead organic matter.2. a person who searches through and collects items from discarded material. 3. a street cleaner. 4. Chemistry. a chemical that consumes or renders inactive the impurities in a mixture.

Preppers and homesteaders tend to be a bit of scavengers making use of what is left behind or abandoned after other’s have moved on or passed it over. While a looter actively takes advantage of an event to take what belongs to someone else without regard to the owner’s wellbeing or intention for the object or objects. Sadly, they often take this lawless behavior even a step further and do harm to others during their rampage.
