What the EMP Commission’s Report Really Says

We hear the EMP Commission says “this or this or that” and the interpretations run from an EMP attack or by natural occurrence would be a hiccup in our society to, an EMP in the western world would set the effected country so severely that it would send them back to a quality of life equivalent to the standards of the 1800s. So which is true?
